Webmail Help: Message quota of <number> bytes exceeded. Delete messages to clear some space. This message appears on your screen whenever you have exceeded your allocated quota. This means you will not be able to move or receive new messsages until you are under quota again. The only way to resolve this issue is to delete or archive messages. It is not enough to be "just" under quota - you need room to receive new messages. You also need room to move messages between folders---including into the TRASH and Sent folders. Start by emptying TRASH (if TRASH folders are enabled). Also look in your "Sent" items folders. For more informatino see: I am over quota, what can I do?
